Transmission Developers Incorporated (TDI) was planning to build a 339-mile underwater and underground transmission line called the Champlain Hudson Power Express. The goal of the project was to bring up to 1,250 megawatts of clean wind and hydro power to the New York metro area and over $23 billion in new economic output.
Siting power lines in New York State is no easy task and requires interaction with many stakeholders in very complex interrelationships. In addition to the obvious players, TDI needed to reach out to various local governments and community groups, as well as conduct extensive public outreach.
Mower recognized this challenge and crafted a long-term strategy that began with nearly 18 months of outreach to various key stakeholder groups after the public announcement, gathering their comments and feedback on the issue.
After exhaustive public outreach, community meetings and various public comment periods, the NYS Public Service Commission issued TDI its Article VII Certificate of Environmental Compatibility and Public Need, permitting the construction and operation of the Champlain Hudson Power Express project. Mower continues to provide TDI with comprehensive public affairs support, communication planning, marketing materials and digital assets.
Mower created real connections with community members in 39 host communities. Because we were honest about TDI’s plans and listened to community members’ concerns, we were able to gain local support and provide strategic suggestions as to how TDI should proceed.
